Planning Manager

The Project Planning Manager leads the planning and scheduling function across the full project lifecycle, from pre-construction through close-out. The role ensures strategic oversight, governance and accurate project time-management — including baseline schedules, resource planning, reporting, delay analysis and contractual submissions — in alignment with programme and commercial goals. The role provides scenario-based forecasting to safeguard timelines, cost outcomes and project deliverables.
Key Responsibilities:
1.Planning Strategy & Governance
•Set planning strategy, governance and controls across the full project lifecycle.
•Establish Work Breakdown Structure (WBS) for progress measurement, scheduling, cost estimation and project control.
•Secure alignment between design, procurement, construction, commercial, client and subcontractor teams.
2.Schedule Development & Updates
•Prepare, submit and secure approval for the Project Baseline Programme.
•Develop logic-linked schedules, resource-loaded programmes, look-ahead plans, recovery schedules and construction sequences.
•Maintain real-time updates reflecting progress, deviations, risks and priority activities.
•Issue One-Month and Three-Month Look Ahead schedules for execution teams.
3.Cost, Resource & Progress Control
•Load cost and timelines into Primavera with resource allocations for manpower, equipment and materials.
•Develop and update Resource Histograms, Progress S-Curves and Plan-vs-Actual dashboards.
•Evaluate resource utilization and recommend levelling and optimization measures.
•Track and forecast progress of engineering, procurement, bought-outs, documentation, fabrication and construction.
4.Delay Analysis & Claims
•Conduct Delay and Time Impact Analysis and manage Extension-of-Time (EOT) entitlement submissions.
•Assess contractual implications of delays and forecast future scenarios and financial exposures.
•Prepare supporting documents for claims in coordination with project controls and commercial teams.
5.Reporting & Communication
•Provide periodic progress reports for internal and external stakeholders.
•Present planning status at review meetings and executive briefings.
•Represent the planning function with clients, consultants, subcontractors and senior management.
Qualifications & Requirements:
•Bachelor’s Degree in Civil Engineering or Construction Management (Master’s / PMP is an advantage).
•10–15+ years of relevant planning experience in Civil or Building Projects.
•Minimum 5+ years of Middle East / GCC project experience preferred.
•Experience managing planning for projects of AED 150 million value or above.
•Advanced Primavera P6 and MS Project proficiency.
•Strong understanding of construction sequencing, productivity norms and project delivery cycles.
•Ability to model what-if scenarios and conduct contingency planning.
•Strong capability in progress analytics, forecasting and cost-time integration.
•Familiarity with contractual standards, claim preparation and delay analysis methodologies.
•Knowledge of Quality Management Systems and construction technology.
•Proficiency in MS Office Suite; tools for dashboards, reporting and data visualization are an advantage.
•Strong leadership, communication and stakeholder coordination skills.
